Although any law is a rule which applies to everyone, in the case ofbullying in schools, no such law has been written in a style of languagewhich is accessible to all of the citizens in Japan. Of course, this isa serious problem when we think about the need to improve Japaneselegal literacy. Moreover, there have been many criticisms of Japaneseschools as lawless areas. Consequently, we Japanese have seriousconcerns about bullying in schools. For this reason, I decided to write some Statute Books about bullying, written in Easy Japanese which will be accessible to everyone. Therefore, during this presentation, I will have the pleasure ofexplaining why, upto this time, there has been no such book of legaladvice which people in Japan could read.
